Where in the World is Karl Rove?

Where in the World is Karl Rove?  That’s the big Blogosphere question tonight. See it here and here and here.

Mr. Rove, former White House Resident Evil Genius, is a fugitive from a chain gang  subpoena issued by a House Judiciary Committee subcommittee. His attorney has been in contact with committee staff for weeks, but forgot to mention that Mr. Rove would leave the country on what Rep. Chris Cannon (R, UT-3) described as a “long-planned trip” to . . . well, where did he go, anyway? No one seems to know; opinions differ.

 

We at NotionsCapital are inclined to believe that Mr. Rove is in one of these locations:

Afghanistan, Algeria, Andorra, Angola, Armenia, Bahrain, Bangladesh, Bhutan, Bosnia and Herzegovina, Brunei, Burkina Faso, Burundi, Cambodia, Cameroon, Cape Verde, Central African Republic, Chad, China (People’s Republic of China), Union of the Comoros, Congo, Democratic Republic of the, Cote d’ Ivoire, Djibouti, Equatorial Guinea, Ethiopia, Gabon, Guinea, Guinea-Bissau, Indonesia, Iran, Jordan, Kuwait, Laos, Lebanon, Libya, Madagascar, Maldives, Mali, Marshall Islands, Mauritania, Micronesia, Moldova, Mongolia, Mozambique, Myanmar, Namibia, Nepal, Niger, North Korea, Oman, Qatar, Russian Federation, Rwanda, São Tomé and Príncipe, Saudi Arabia, Senegal, Serbia and Montenegro, Somalia, Sudan, Syria, Togo, Taiwan, Tunisia, Uganda, Vanuatu, Vietnam, Western Samoa, Yemen, and Zimbabwe. Well, maybe not Iran.

Those are countries that do not have extradition treaties with the United States of America.

    Update: Blogosphere chatter speculates that Mr. Rove may still travel on a Diplomatic Passport, so foreign governments cannot detain him, but can deport him.

    The US and Paraguay signed a bilateral extradition treaty on November 9, 1998. It went into effect March 9, 2001. It superseded an earlier (May 24, 1973) treaty.

    Mike,
    Have there been any sightings of Rove, anywhere? I had not considered the diplomatic passport idea, but wouldn’t Congress have access to who the State Department is flying out of the country? And if they do have access, Congress would be able to find out where he was. A picture of Rove or a video of him running from the camera would be beautiful.

    Lawrence: I haven’t found any sightings yet. That’s why I used the title on this post (even though you had used it first) and put the graphic on flickr — to encourage Rove spotters to check in. That’s how I found out that Jenna was honeymooning in Lanai – I had hoped she was somewhere more exotic, like Guantanamo, ANWR, or that secret CIA prison in Poland.

    I have a new thought: perhaps some Republican MC has taken Mr. Rove along on his or her summertime junket fact-finding mission. I’ll try and look into that.

    You may want to reconsider. The US dollar is not what it was before the current administration. US$500 is now worth only 314.51 Euros, 251.36 British Pounds.

    As for Mr. Rove’s anatomy, his head is not in jeopardy — Contempt of Congress is a misdemeanor, not a capital crime — but the House subcommittee is certainly after Mr. Rove’s fundament, and Rep. Linda Sánchez seems ready to kick it down Pennsylvania Avenue.

    Here in DC I am the only one on my block who is not a lawyer but, as I understand it, the penalty for Contempt of Congress (2 U.S.C.A. § 192) can include a year’s imprisonment as well as a paltry fine of one thousand pathetic US dollars.

    If Robert D. Luskin, Mr. Rove’s lawyer, failed to disclose his client’s foreign travel plans to the House subcommittee, should he not be charged as well, and disciplined by the DC Bar and/or Federal Bar Association? It is one thing not to volunteer too much information about your client, quite another to conceal his plans to skip the country until the congressional session ends.

    Got a report that he went to Georgia the former Soviet Republic state and met with the president and influenced him against Russia. McCain was also advised and had a full report?
    Can this be checked out? Important if true?

    Ray Andrews: Mr Rove and Georgian President Saakashvili were at the same conference in Yalta in July, but we do not know that they met privately together, and they were not on the same panels. The conference, is funded by a Ukrainian billionaire with many ties to Russia, and Russian politicians (Boris Nemtsov) and officials (Viktor Spasskiy, Anatoliy Shcherbakov, Sergey Zavorotnyi, Kostyantyn Gryshchenko) attended.

    Bob Shrum and Mr. Rove spoke about elections in the USA and Eastern Europe. Is it conceivable that Mr. Rove and President Saakashvili spoke? Certainly. Is it possible that Mr. Rove carried informal messages from the White House to Saakashvili? Far from proven.

    If Georgia was hung out to dry by the US, it was sandbagged by previous statements of support from President bush, just like the Kurds of Iraq were sandbagged by similar empty statements by previous administrations.
